ISO 11034:2003 – CHILDCARE SERVICES MANAGEMENT SYSTEM

The UNI 11034 standard “Childcare services. Service requirements” acts as a tool for guaranteeing the reliability and safety of the place where many children spend their time. It allows an objective assessment of the quality of the service and of the facility providing early childhood education services.

The UNI 11034 “Childcare services” standard was developed for:

  • early childhood services (up to three years of age)
  • early childhood services structurally combined with educational services also aimed at the 3–6 age group
  • educational services designed for the 0–6 age range, such as childcare centres, both public and private

For the purposes of the standard, the following types are classified:

  • childcare centres (nurseries)
  • integrated childcare services, regardless of their name, such as:
    • parent and child centres
    • play centres / play spaces
    • early childhood centres
  • local educational services

It is a complementary standard to UNI EN ISO 9001, which represents the reference for certification of the organisational quality management system.

KEY POINTS

The standard requires that the management of the facility:

  • defines its mission, clearly stating what it intends to achieve and, above all, what it intends to be
  • prepares a technical document describing procedures, operational methods, and internal responsibilities so that the service delivery process is clear
  • carries out annual planning of activities and events so that parents are aware of what their child will experience and can organise their time accordingly; an annual calendar must be prepared including the main moments of the child’s educational life, including daily routines such as play, meals, and naps
  • drafts the Educational Project, the school’s guiding document, developed with the involvement of families, explaining the values expressed in the educational methods and tools used during the year

In doing so, the standard requires the use of qualified personnel, not based on informal selection, but through defined and established requirements, a clear training pathway, and ongoing updates on key educational topics. It also promotes staff integration into the core of management so that they feel actively involved and motivated in ensuring service quality.

The organisation must also:

  • establish internal review times to ensure objectives are clear and progress is monitored
  • follow defined procedures for the design and introduction of innovative services, which must be properly tested before impacting the child

UNI 11034, by defining the structure of the child’s daily routine and the phases of adaptation and entry, provides a framework of reliability and a good level of assurance for a peaceful and well-supported child development, assuming that all necessary tools are available and properly applied.

The standard also provides clear guidance on space management, which must ensure the wellbeing and safety of children.
